CANADA: The Organization for Economic Cooperation and Development’s 2002 evaluation of the Canadian regulatory system found that the system was sophisticated and at the forefront of regulatory development. According to some experts, however, these regulations are hurting the cosmetics market in Canada. Many of the regulations make it difficult for small cosmetics companies to prosper, cut down on consumer choice and make multinational companies unwilling to build production plants in Canada.
