California Assembly Bill 708 (Jones-Sawyer, D-Los Angeles), which mandates ingredient communication for consumer products, failed in the Assembly on Jan. 28, 2016, on a vote of 33-27—the bill needed 41 votes to pass.
The Consumer Specialty Products Association (CSPA), along with other industry stakeholders, lobbied to prevent the bill from moving off the Assembly Floor, to allow stakeholders to continue working with the author toward a consensus bill. The bill was amended on Jan. 27, 2016 to require only website disclosure and to define incidental ingredients, which must be disclosed.
Consumer and product safety are top priorities for CSPA member companies. According to CSPA, it will continue to work with Assembly Member Reginald Jones-Sawyer, Sr. and the bill sponsors to achieve the mutual goal of providing meaningful and understandable information to consumers while protecting innovation investment.
