Phase C
KFS40VBAS-C (Kobo Products, Inc.) (Titanium dioxide and caprylyl methicone and cyclopentasiloxane and C12-15 alkyl benzoate and alumina and polyhydrostearic acid and triethoxysilylethyl polydimethyl siloxyethyl hexyl dimethicone and lauryl PEG-9 polydimet

Phase D
Acculyn 44 (ISP Corp.) (Urethane/C1-20 alkyl PEG copolymer)
Paragon MEPB (McIntyre Corp.) (Phenoxyethanol and methyl paraben and ethyl paraben and propyl paraben and butyl paraben)
Drago-oat active (Symrise) (oat extract)

Heat phase A to 65°C. Mix phase B together and heat to 65 C°. Add phase A to phase B, with mixing, then add phase C and mix until homogeneous. Cool to 45°C, then add phase D. Homogenize for 2-3 minutes at 33°C. Keep cooling with constant steady mixing ubtil 27-30°C.
