Procedure
Charge water.  Carefully add hydroxyethyl cellulose with good agitation. Heat to 50-60˚C and add remaining ingredients. Continue heating to 70˚C. Cool to 45˚C and adjust pH to 4.5 to 5.0. Add color, fragrance and preservative as required. Continue agitation and cooiling until pearl develops.
