Procedure
Melt components of phase A at ~75-80°C, with stirring. Heat phase  B to ~70°C. Add (2) to (1) and continue mixing until cool. Add phase C at ~35°C and adjust pH if necessary. (5) Homogenize emulsion. Results: pH (1% aq.) 6.5 ± 0.5
