Procedure
Combine phase A and heat to 60 °C to 70 °C. In a separate vessel, combine phase phase B. Add phase B to phase A, mixing until melted. Cool to 40°C. Add phase C, mixing until uniform. Add phase D, mixing until uniform. Compensate for water loss due to heating.
