Phase A
Natrosol hydroxyethylcellulose (Ashland Aqualon) (Hydroxyethylcellulose)
Arlacel 165 (Croda) (Glyceryl stearate (and) PEG-100 stearate)

Phase B
Lanette O (Cognis) (Cetearyl alcohol)

Phase C
Dow Corning 5-7113 silicone quat microemulsion (Silicone quaternium-16 (and) undeceth-11 (and)butyloctanol (and) undeceth-5)

Phase D
Glydant (Lonza) (DMDM hydantoin)

Combine phase A and heat to 60 °C to 70 °C. In a separate vessel, combine phase phase B. Add phase B to phase A, mixing until melted. Cool to 40°C. Add phase C, mixing until uniform. Add phase D, mixing until uniform. Compensate for water loss due to heating.
