Despite these roadblocks, most industry executives insist that with the worst of the economic problems over, chemists have headed back to the bench and are getting back to the business of formulating.
In fact, Dan Beio, vice president-R&D, RITA Corp., said that there has been a ground swell of new requests coming in for new launches as well as new requests coming into RITA’s product development labs for formulation assistance and formula development.
“Companies are starting to feel good about the economy and are building momentum,” he insisted.
“Many of the existing preservatives molecules were formulated out due to marketing issues and not because of regulatory matters,” explained Tal Green, global business manager, Sharon Laboratories. Acme-Hardesty is Sharon Labs’ exclusive marketing agent in North America.
And then there are those customers who are always interested in improved efficacy and safety, such as replacing irritating systems with better alternatives, observed Nava Dayan, senior principal scientist/head R&D—skin care, Lipo Chemicals.
At the same time, Angela Sangirardi, technical specialist, preservatives, Lonza, pointed out that formulators are looking for alternatives to the traditional chemistries.
“They want low use levels, with no negative impact to formulations,” she added.
Meanwhile, bad press for a variety of ingredients, including parabens and SLS, is causing marketing departments to insist on the removal of some chemistries that have been industry standards for many years, according to Linda Sedlewicz, market manager, schülke inc.
“This constriction is felt particularly strongly in the area of preservation because there are so few preservatives available for use in cosmetic products,” she added.
According to Sedlewicz, schülke’s expertise has always been in the blending of those chemistries available to the industry to offer its customers convenient, optimized, broad-spectrum preservation systems.
“This allows us the flexibility to react quickly to changes in our market,” she said. “We launched euxyl K 220 to take advantage of the global approval of methylisothiazolinone as a preservative for leave-on products, and Sensiva SC 10 can be used in products requiring an alternative to traditional preservation methods.”
Natural Solutions?
Aside from the economy, the biggest issue impacting the global cosmetics industry is the growing demand for natural products, ingredients and, of course, preservatives. But at least one supplier insisted that there are no new efficient natural preservatives on the market.
“Some companies state that their new natural preservative solutions are safe without studies or results to back up their marketing announcements,” observed Green.“Most of the new green preservatives have odor and/or color, are very expensive and moreover, they are not providing good results. The customers know there is no information about green ingredient sustainability.”
Maybe, but there are still plenty of natural options for formulators.
Lonza executives report increased interest in their alternative preservative systems. Marketed under the Geogard brand name, they allow customers to protect their products while avoiding the traditional preservative chemistries, many of which have become controversial, according to Rosita Nunez, manager, commercial development, preservatives.
Jeen International has introduced two new natural preservatives—Jeeplex NAS and Jeecide NAS-CC. According to Lou Punto, technical director, Jeen International, both effectively address the needs of marketers to deliver natural products while delivering effective preservation.

“While ‘natural’ is still an important segment, we are seeing customers increasingly interested in sustainability,” she told Happi.
In 1996, schülke was one of the first companies in its region of Germany to have its environmental management sytem confirmed and validated in accordance with the European Eco-Management and Audit Scheme (EMAS).
“Our most recent sustainability audit, documented in our ‘Sustainability Report 2008 and Environmental Statement,’ is a tribute to our continuing efforts in the area of sustainability,” she maintained.
In addition, most of schülke’s euxyl preservative blends and all of its sensiva preservative boosters are biodegradable. To help formulators, schülke has issued guidelines on working with sensiva SC 50 and sensiva SC 10 products that help chemists more easily incorporate these materials into formulations. Both sensiva products can be used to improve skin-feel, while enhancing the microbiological stability of the formulation, according to Sedlewicz.
International Specialty Products offers nature-identical preservatives under the Optiphen/Rokonsal and Conarom trade names. ISP also offers a range of cost-efficient, broad-spectrum, mild organic acid-based systems such as Optiphen BSB-N, ND and BSP. Based on benzoic acid, sorbic acid and naturally-occurring alcohol, Optiphen BSB-N conforms to the standards applied by Ecocert, BDIH, Soil Association and NaTrue. All of these preservatives may be used with a wide range of ingredients and maintain their function in both leave-on and rinse-off formulations, according to Sangeetha Subramanian, marketing manager, personal care.
“Some of our most novel technologies include Conarom P and H-3—aromatic ingredients with antimicrobial properties,” observed Subramanian. “Conarom P contains phenethyl alcohol, a nature-identical ingredient, while the aldehydic and glycol component of Conarom H-3 is found in a variety of plants. Both products may be used as boosters in leave-on and rinse-off formulations.”
Biodegradable Preservatives
According to Subramanian, ISP preservatives are readily biodegradable because they are used in very low concentration. In the natural environment, they become highly diluted, allowing microbes to consume the preservative. Even ISP’s classic formaldehyde donor preservative technologies like Germall 115 and Germall II are readily biodegradable because of their molecular structure, she added.
Of course, for some easy-to-preserve products, marketers are creating “preservative-free” formulas using ingredients such as fragrances and essential oils, which can have preservative-like qualities.
On the flipside, more concentrated formulations, such as refills or serums, are gaining in popularity. Unfortunately, these products are more difficult to preserve, according to Nunez.
And Punto warned that while natural ingredients have always challenged preservative systems, in recent years the de-listing or avoidance of key preservative ingredients has created additional challenges in terms of effective product preservation.
“Whereas in the past, two or three preservatives were sufficient in obtaining microbial integrity, you see some products on the market with four or five preservative ingredients,” he explained.
Avoiding Sourcing Issues
But not all issues surrounding preservatives revolve around naturals. Pat Lutz, president, Lincoln Manufacturing, maintains that one of the biggest issues confronting the preservative market is finding preservatives that are domestically manufactured. According to Lutz, with company mergers and most manufacturing done outside the U.S., customers are looking for domestic manufacturing to get consistent quality products with less hassles and faster turnaround time—be it in manufacturing time and/or having stock in the U.S.
“To address this issue, Lincoln Fine Ingredients has it own manufacturing division, Lincoln Manufacturing, to improve the quality of preservatives and to speed up the turn around time,” he explained. “Also, this gives the customer direct contact with the manufacturer.”
A Quiet Year for Regulations
While the economy roiled, the regulatory climate actually remained relatively calm. In fact, nearly all the suppliers contacted by Happi noted that there have been no major changes in the regulations affecting preservatives.
But while REACH registration has come and gone, Sedlewicz pointed out that the industry is feeling pressure as REACH will likely limit the raw materials available for global use.
Meanwhile, more marketers are developing products with paraben-free claims, which could create more headaches down the road for preservative suppliers and the entire industry. As Sangirardi of Lonza pointed out, customers are looking to achieve global acceptability for their preservatives. So, there is definitely a move away from some of the more traditional chemistries.
Beio noted that many marketers have banned ingredients, and preservative options continue to shrink, limiting the tools cosmetic chemists have to work with.
“If things don’t start to loosen up, we will see a surge in products produced in a ‘clean’ environment and packaged in aseptic sealed packaging; a tough environment to work within,” he predicted.
Laura Szymczak, market manager, international sales, Arch Personal Care Products, noted that there is a need for more preservative blends that are paraben-free, natural, organic and Ecocert-approved.
Unfortunately, there are limiting factors to the ingredients selected not only for their natural status, but also that they be listed on the Annex VI of the Cosmetics Directive. Once a blend has been selected that meets this initial criteria, there is the added challenge of seeing that it globally-accepted, and is non-toxic, non-irritating and broad spectrum, while providing protection at a useful range of pH levels and temperatures, according to Szymczak.
“This is difficult enough when working with a traditional preservative system, never mind a natural one where the efficacy of naturals is not as strong across the board and more difficult to achieve,” she explained. “What is interesting is that the challenges facing the preservative market are forcing the fundamental change to alternative technologies. Companies are being tasked to be increasingly innovative in order to provide required solutions to meet market and formulation demand.”
Good Chemistry, Bad Press
If regulators have been quiet during the past year, the same cannot be said for consumer groups and the media. Several preservative suppliers note that a steady stream of bad press casts a shadow over the entire preservative industry.
In fact, Punto of Jeen International called preservatives’ negative image the biggest issue confronting the category today.
“The claim ‘preservative-free’ is used so frequently in product advertising that the consumer has developed a truly negative view regarding these ingredients without knowing their tremendous benefits,” explained Punto. “Marketers are now requesting nearly all products be preservative-free without understanding the risks. (As a result) further instances of products failing microbiological standards will inevitably occur.”
To rectify the situation, some are calling for a “preservative education” program.
“There is an over-abundance of bad publicity and a lack of consumer education,” agreed Beio of RITA Corp. “Preservatives’ reputation among consumers is awful.”
He sees a big opportunity for a little consumer education on preservatives, such as answering questions such as why they’re used, what they do, how you test to ensure the right preservatives are used at the correct amount and what happens when you don’t use them.
“The further we go down the path of bad press for preservatives, the worse off the entire industry will be,” noted Beio. “Products must be microbiologically clean, and the best way to ensure that is by using something that has preservation activity.”
New Developments
Like other suppliers, Nunez of Lonza agreed that there are not many new actives being promoted as preservatives, but rather, blends of accepted actives that provide protection in a synergistic manner.
Dayan noted while customers are always clamoring for improved efficacy and safety, suppliers are also revising safety data if preservation systems change. For example, Dayan is writing a paper on the Hydrillien 9 preservation system, which is expected to be published this month.
With formulators searching for preservation systems that fit their needs, especially natural ones, they are starting to evaluate the formulation composition itself during the early stages of development in an effort to reduce the preservative load in the finished product and avoid over-preservation, according to Szymczak.
“Natural products are often inherently more susceptible to microbial contamination and by definition, there is a reluctance to use traditional chemical preservatives in these products,” she explained. “So, formulators are using preservative efficacy boosters and have been aiming at making their products more hostile to microorganisms grown in order to reduce the need for high concentrations of preservatives.”
Another trend is that formulators are seeking to reduce contamination that occurs during normal consumer use through product packaging selection, noted Szymczak.
“Changing packaging from a twist lid jarthat is consistently exposed to air and high levels of hands-on contamination, to a pump that has a minimized air channel and no direct hand-to-product contact, allows for the use of less robust preservative systems since micro-organism exposure is significantly reduced.”
Another issue that still confronts the preservative market is getting a consistently manufactured and broad-spectrum natural preservative. Lincoln started to address this issue more than a year ago with its release of Linatural NLP (Natural Liquid Preservative). Now, with customers using the first generation NLP, Lincoln has launched the second generation Linatural NLP-O based on orange and lemongrass oils that gives the customer another choice in broad spectrum, stand-alone natural preservation.
Lincoln also expanded its global line of Lincoserve to include more blends with its caprylyl glycol (Lincoln MAP-CG). Lincoserve CGP is a domestic manufactured blend of caprylyl glycol and phenoxyethanol that provides broad spectrum preservation and global approval. Also added is Lincoserve CGPH, which is a blend of caprylyl glycol, phenoxyethanol and hexylene glycol for even more preservation efficacy for high naturals containing formulations.
Optiphen MIT Ultra is a patent-pending, cost-effective, broad-spectrum preservative introduced by ISP globally last year. Effective over a broad pH range and stable at elevated temperatures up to 70°C, Optiphen MIT Ultra can be added directly to a wide range of complex formulations. A liquid blend of methylisothiazolinone and phenylpropanol, Optiphen MIT Ultra can now be used globally in both leave-on and rinse-off applications. ISP developed the preservative system using phenylpropanol, a nature-identical ingredient found in flowers and fruit.
As chemists rethink their product formulas, Beio of RITA reports that reformulation requests are topping demands for new development work by a 2 to 1 ratio.
“The time and claim investment tends to be a little less with a re-formulation, so perhaps this is an indication of the baby steps we're taking to build momentum,” he explained.“Either way, things are definitely on the up swing.”
And for an industry hit hard by the recession, getting back to the subject of chemistry, rather than economics, is certainly good news.
