Procedure
1. Heat Phase B to 75C.
2. Add carbomer to water, mix until uniform. Begin heating to 75C
3. When both phases are at 75C, add Phase B to Phase A under moderate mixing. Mix for 10 minutes.
4. Begin cool-down.
5. At 55C, slowly add Phase C.
6. At 50C, add Phase D. Mix until uniform.
7. At 40C, add Phase E. Mix until uniform.
