New regulations from the California Air Resources Board (CARB) go into effect this month. The new rules apply to all products sold or supplied for use in the state of California, including cosmetic and personal care products, and failure to comply will result in significant fines.
In accordance with CARB’s new rules, all consumer and commercial product companies, including cosmetic and personal care product companies, whose names appear on product labels are required to complete a 2013 Consumer and Commercial Product Survey. The survey requires a report of detailed information for each product sold or supplied for use in 2013, including product formulas and unit sales. Though past surveys have been limited to products that emit Volatile Organic Compounds (VOCs,) such as hairsprays and styling products, the new survey will increase the scope to include all products. Failure to file a report by March 2, 2015 may result in a fine up to $10,000 per violation per day. ICMAD recently hosted a webinar on the topic.
