On January 3, the much-awaited draft of Regulations on Cosmetic Supervision and Administration was finally passed during China's State Council meeting. The regulation was proposed five years ago and was in the process of getting amended ever since. According to the state media, it will replace the current Regulations on Cosmetic Hygiene Supervision, which has been the primary one governing China's cosmetic sector for the past 30 years. It has been regarded as too outdated to deal with the complex issues emerging in the industry nowadays.
Compared to the current regulation, the newly-passed one provides a more comprehensive and detailed regulatory framework, covering the whole manufacturing process, market entry and post-sale administration for the cosmetics, both domestic and imported alike. It is widely hailed as the the most far-reaching regulatory reform in China cosmetic sector during the past 40 years, and is expected to streamline supervision and boost technological innovations.
