Animal testing in China has been a hot button issue for years; but regarding the mandatory animal testing, the latest news is on the implementation side: France becomes the first country in the EU to benefit from this relaxation.
Essentially, French companies can fast track the exporting of general-use cosmetics to China without animal testing, by online applications. It is based on the latest agreement signed between the two countries.
Actually animal testing on cosmetics has been loosening in China with RSAC coming into force since January 1, 2021. Specifically, it is exempted for general-use cosmetics imported to China, as long as the manufacturer has obtained production quality management system certified by the country/region of the origin, and the certification result is sufficient to guarantee the product safety.
However such products are not exempted: claiming for baby/children; containing new ingredient; registered/filed or manufactured by any party who is already under regulatory scrutiny. And of course, for any special-use cosmetics, namely hair dyes, hair perms, whitening products, sunscreen products, animal testing is still mandatory.
