Cosmetics and Fragrances with Phthalates Deemed Safe

The Cosmetic Ingredient Review (CIR) Expert Panel, an independent scientific panel that reviews the safety of cosmetic ingredients, confirmed that three phthalates used in cosmetics are safe. The CIR Expert Panel evaluated extensive scientific research and new data on diethyl (DEP), dimethyl (DMP), and dibutyl (DBP) phthalates used in cosmetics, which were last reviewed in 1985.

“The CIR Expert Panel’s decision is based on solid science and not on speculation,” said Dr. Gerald McEwen, vice president, science, The Cosmetic, Toiletry, and Fragrance Association (CTFA). “The science clearly supports the continued safe use of these ingredients in cosmetics.”

The CTFA said The Food and Drug Administration (FDA), the Environmental Protection Agency (EPA), Health Canada and other scientific bodies in Europe and Japan have also examined these phthalates and have not restricted their use.

The Fragrance Materials Association (FMA) also reinforced that fragrances are safe. DEP is the most common phthalate used in fragrances.

“DEP is a safe fragrance ingredient, thoroughly tested and reviewed by the industry, multiple independent scientific panels, and regulatory agencies in the U.S. and abroad,” said Glenn Roberts, executive director, FMA. The Research Institute for Fragrance Materials (RIFM) recently conducted a comprehensive toxicological review of all science available on DEP and affirmed the safety of its use in fragrances.

The European Union’s Scientific Committee on Cosmetic Products and Non-Food Products (SCCNFP) recently concluded that, “… the safety profile of Diethyl-phthalate (DEP) supports its use in cosmetic products at current levels. At present the SCCNFP does not recommend any specific warnings or restrictions under the currently proposed conditions of use.”

Fragrances usually constitute about 5% to 35% of ready products, according to FMA.
