CASCC Monthly Meeting Is May 26

A look at CARB and Safe Cosmetics Bill.

Regulations are the focus of the May monthly meeting of the California Chapter of the Society of Cosmetic Chemists, which will be held at Duke's Malibu on May 26 at 5pm. In this dual-speaker session, “Impending Regulations: CARB & The Feinstein-Collins Safe Cosmetics Bill – What Is the Law & How Should Brands be Prepared?,” attendees will learn about the law from a legal perspective, as well as how to prepare for any changes from an insider's point of view. Angela Diesch, an attorney with the California-based law firm Kronick Moskovitz Tiedemann & Girard, will walk dinner guests through the CARB regulations and give guests an overview of the Feinstein-Collins bill draft. Jay Hensel, Director of Regulatory Affairs at John Paul Mitchell Systems, will then help guests prepare for any changes from a brand and formulator perspective.


Diesch represents local, national and international companies, including manufacturers and distributors of cosmetic products, in broad-based commercial, products liability and class action litigation. She provides regulatory advice and business services primarily in the food, over-the-counter (OTC) drug and cosmetic industries. Diesch helps her clients ensure regulatory compliance with California state law and the statutes and regulations enforced by the Food and Drug Administration, the Federal Trade Commission and other regulatory agencies. She also prepares a wide range of business documents for industry members, including manufacturing, supply and distribution agreements. Her unique cosmetics focus includes extensive experience assisting with product labeling and advertising review, organic certification and resolution of disputes regarding compliance with the National Organic Program (NOP) and California Organic Products Act (COPA), as well as defending companies from both public agencies and private litigants in matters involving breach of contract, unfair competition, false advertising, the Consumer Legal Remedies Act, and Lanham Act violations. Diesch is the author of the blog CosmeticsAndTheLaw.com and regularly speaks at industry conferences and seminars on a wide range of topics relevant to the cosmetics industry.


As Director of Quality Assurance and Regulatory Affairs for John Paul Mitchell Systems, Hensel has responsibility for all global regulatory operations, as well as oversight in contract manufacturer and internal quality systems. He has 11 years of regulatory affairs experience in the cosmetic field, as well as 5 years of experience in chemical compliance and manufacturing operations. Hensel has served on the board of directors for the Western Aerosol Information Bureau, as well as the Regulatory Information Officer for multiple associations. He is currently a member of the Industry Advisory committees to both CARB and Health Canada.
