New Dow Corning EL-7040 Hydro Elastomer Blend may be combined with a broad range of water-soluble and lipophilic actives to create innovative products that blend performance and sensory benefits, including effective moisturizers with a fresh, silky feel and sheer coverage foundations with skin conditioning properties. Dow Corning CE-8411 Smooth Plus Emulsion is a nonionic silicone emulsion with amine and polyether functionality to add a moisturizing feeling and conditioning benefits to shampoos and rinse-off conditioners.
