This week, Sens. Cory Booker (D-NJ), Rob Portman (R-OH), John Hickenlooper (D-CO), Susan Collins ( R-MA), and Jacky Rosen (D-NV) introduced the Humane Cosmetics Act of 2021.
A companion bill was introduced in the House by Reps. Don Beyer (D-VA), Vern Buchanan (R-FL), Paul Tonko (D-NY), Ken Calvert (R-Calif) and Tony Cárdenas (D-CA).

In a joint statement issued Thursday, The Humane Society of the United States, Humane Society Legislative Fund and the Personal Care Products Council called the bipartisan introduction a “momentous occasion."
“The cosmetics and personal care products industry, the Humane Society of the United States and the Humane Society Legislative Fund have long advocated for government recognition and acceptance of non-animal testing methods for product safety," read the statement. "Today marks a momentous occasion with the introduction of the Humane Cosmetics Act in the U.S. In the true spirit of collaboration, the Humane Society of the United States, Humane Society Legislative Fund and the Personal Care Products Council encourage expeditious bipartisan passage of the legislation. Our precedent-setting support brings together the cosmetics and personal care products industry and animal advocacy community. We stand firm in our shared goal to eliminate new cosmetic animal testing and promote recognition and acceptance of non-animal approaches to cosmetic safety assessments.”
The organizations added that they look forward to working with the bipartisan group of Congressional leaders and other stakeholders.
