The composition contains a UV filter system comprising at least one mineral UV filter and at least one organic UV filter; an emulsification system comprising: at least one ionic surfactant; at least one surfactant having a high HLB of greater than 9; at least one surfactant having a low HLB of 6 or less; and at least one anionic emulsifier; and a solvent system comprising one or a combination of emollients and silicones. The UV filter system has a weight ratio of mineral UV filter to organic UV filter of about 1:1 to about 1:1.5. T
