States have increasingly turned their attention to the issue of recycling – for products and packaging – and have enacted legislation addressing everything from PCR mandates and labeling claims to extended producer responsibility (EPR) programs.
A webinar hosted by the Personal Care Products Council held on Thursday, Dec. 9 from 2 to 3:30 p.m. will feature representatives from states implementing such programs and provide a summary of the mandates and next steps. Webinar speakers are: Alli Kingfisher, statewide recycling coordinator, Washington State Department of Ecology; Elena Bertocci, environmental specialist, Maine Department of Environmental Protection; and David Allaway, senior policy analyst, Oregon Department of Environmental Quality.
With nearly 20 years of experience, Alli Kingfisher primarily works on sustainability issues related to the waste stream and working “upstream” to reduce contamination within the system. She holds a master of science in strategic leadership towards sustainability from the Blekinge Institute of Technology in Sweden. She is a current board member and vice president of the Washington State Recycling Association and was the first woman president of the Building Material Reuse Association.
Elena Bertocci has worked on product stewardship programs and other waste reduction and recycling initiatives for the last five years. Prior to joining the Maine Department of Environmental Protection, she studied environmental compliance in Mexican fisheries as a Fulbright Scholar and worked on environmental issues as a Peace Corps volunteer in coastal Peru. She has a master of public policy from the University of Maryland and a bachelor of arts in Biology from Wesleyan University.
David Allaway has worked at the intersection of waste, materials, climate and environment for over 30 years. A founding member of the West Coast Forum on Climate and Materials Management, he has pioneered groundbreaking projects involving waste prevention, consumption-based greenhouse gas accounting and life cycle assessment. In 2019-2020, he co-chaired Oregon’s Recycling Steering Committee. He then worked to develop and advance Oregon’s Plastic Pollution and Recycling Modernization Act, a comprehensive recycling and producer responsibility legislation signed into law in August 2021.
