The Independent Beauty Association (IBA) praises the Food and Drug Administration’s launch of a dedicated webpage as a central location for information and resources on the Modernization of Cosmetics Regulation Act of 2022 (MoCRA).
This tool will be a helpful resource for industry, including many small businesses in the IBA membership, to remain current on FDA’s progress on MoCRA rulemaking and implementation. Creating a dedicated MoCRA FDA email address contact and announcing an April update via webinar are welcome indications that the FDA is committed to accessibility in assisting the industry with questions.
The sunsetting of the Voluntary Cosmetic Registration Program (VCRP) portal is an important step for manufacturers and brands to understand their compliance obligations with respect to facility registration and product listing. Given that registrations and listing must be completed by December 29, 2023, many stakeholders hoped the VCRP would be the system used for MoCRA submissions.
Cosmetic manufacturing facilities and brands will have a substantial task to ensure all required information is submitted in the new system. IBA plans to support our member companies to make adopting the new registration and listing system as easy and efficient as possible. IBA eagerly awaits additional information about the new system currently under development and the associated launch timeline as it becomes available.
Given the significant number of companies that will need to use this system and the vast number of products that will be listed, the commitment from the FDA that the system will allow companies a few months of lead time is critical to success. IBA has offered to be a resource for beta-testing the new system if FDA should need assistance in this area.
IBA looks forward to continuing to work closely with FDA and representing small businesses during MoCRA implementation.
